Teacher Compensation Assistance Plan

GOAL

The intent of Governor Rounds' teacher compensation assistance plan is to assist school districts in enhancing teacher compensation.

BACKGROUND
  • This program provides a financial incentive to school districts to encourage them to provide teachers with additional compensation based on three criteria:
    • District instructional goals - compensate teachers or groups of teachers based on specific goals established by the school district
    • Market compensation - based on market-driven needs (eg., sign-on bonus to hire a teacher in a critical need area)
    • Performance - compensation based on criteria established by the school district and approved by the state

  • The state will establish a fund for the exclusive purpose of providing a compensation program to school districts.
  • For every $1 invested by the local district in this program, the state will match it with $2.
  • Districts may request funds up to an amount equal to $25 per average daily membership (ADM).
  • Funds will be distributed to school districts based on a grant application process.
  • An oversight board would review applications and make recommendations to the South Dakota Board of Education, which would have final approval on grant awards.
  • The Governor would appoint members to the oversight board, which would be comprised of teachers, school administrators and business managers, as well as representatives from the Department of Education and Governor's Office

FUNDING

Estimated cost to the state is $3 million per year, based on 121,000 students x $25 per ADM. In his budget for FY07, the Governor has earmarked declining enrollment dollars for this purpose.
